I then copied over the "The Sims 3" directory from my existing user to the new and everything still worked. At this point I was pretty sure there was nothing in the game configuration that was persisting this problem.

This solved the screen tearing as well as another issue I had where if I had HDR turned on the menus in game would be blown out. Hope this helps! You'd need to find a smaller screen resolution (in game options) to make the UI bigger. Something probably smaller than 720, as well, if you like the UI to cover the whole screen.
