WebCisco is annoying because they're not consistent on LED behavior on their switches. I've had some Cisco switches where the LEDs almost don't blink at all, just maybe 1 blink every 2-3 seconds, and other switches where the LEDs are constantly blinking as soon as you plug in a cable.
